The Joint Powers Authority (JPA) is seeking a proven and experienced President/CEO to successfully implement the re-development plan of the former Fort McClellan in Anniston, Alabama, an 18,000 acre master-planned community. In this vital role, the President/CEO will manage and lead all economic development efforts so as to achieve the region's economic aspirations. |

| Qualifications and Responsibilities: |
| |
The primary role of the President/CEO will be the successful implementation and promotion of economic development at Fort McClellan. A background in marketing and selling economic development assets is preferred.
The ideal candidate will work cohesively with the JPA Board, manage a staff of four and oversee an annual operating budget of $2 million. Fort McClellan has been awarded $200 million in federal funds for environmental remediation/clean up work.
The candidate should be able to demonstrate a track record of successful coordination and collaboration of different endeavors. Work experience in property disposition, contract oversight, environmental review and remediation including interaction with regulatory agencies is essential. Development experience with former Military Base Properties, Brownfields or Greenfields is preferred. |

- Attract new jobs and capital investment to the re-development through aggressive marketing and sales activities
- Engage in business expansion and retention efforts to accommodate existing employers
- Further develop/enhance existing cultural, arts and educational opportunities, and attract new venues
- Manage staff and recommend operational adjustments to JPA Board
- Develop positive relationships within the community
- Prioritize clean up effort of McClellan and deliver new, clean sites to the market
- Explore new partnerships with local, state, and federal partners at McClellan and enhance existing partnerships
- Manage the completion of a Comprehensive Development / Land Use Plan and implementation of a targeted industry marketing plan
- Have working experience and knowledge of municipal procedures or equivalent
- Develop and oversee distribution of information, both printed and web based, to promote a positive business climate
- Serve as a liaison to local units of government, Chamber of Commerce, Economic Development Council, State of Alabama ADO and other entities that can create partnerships to facilitate business development
- Oversee the collaboration across public and private sector partners
- Cultivate and be comfortable with local media relations, community communications and public speaking
- Analyze market opportunities with strong project management experience especially in real estate development

McClellan is an 18,000 acre master-planned community located in Anniston, Alabama. Anniston is located equidistant between Atlanta and Birmingham on I-20. Surrounded by the beautiful Mountain Longleaf National Wildlife Refuge and within minutes of shopping, it is one of the nation's most successful military base reuse efforts. Since closure in 1999, McClellan has become home to over 900 residents and a place to work for over 2,700 individuals.
