The project consists of four phases which are described below.

| Stakeholder Engagement |
AngelouEconomics will review existing reports, studies, and contracts as well as facilitate a comprehensive community input process consisting of surveys, interviews, focus groups, and a visioning workshop. |
| Assess Economy |
The project team will complete an assessment of demographic, economic, and workforce/education information as well as available sites. AE will benchmark West Des Moines against peer cities. |
| Target Industry Confirmation |
The team will assess the needs of current and emerging industries, confirm broader clusters and specific industry segments, and identify industry workforce and other location requirements. AngelouEconomics will also conduct an incentive policy analysis. |
| Recommendations and Implementation Plan |
In collaboration with West Des Moines stakeholders, AE will identify strategic short and long term strategies that, when effectively implemented, will result in long term quality job growth. |
