The project consists of three phases:

Description
Input and Visioning Process
AE will facilitate a comprehensive outreach process including 5 focus groups, one-on-one interviews and input from the project steering committee. 
Community Assessment and SWOT Analysis
AE will examine data that affects a typical business investment decision and that provides a baseline understanding of the regional economy.  This will provide Belton with a comprehensive analysis of how the economy looks today, how it measures against competing cities and where it is heading.
Economic Development Strategic Plan
Working with Belton stakeholders, AE will identify strategic short and long term strategies that when effectively implemented will result in long term job growth and economic success.  The project will culminate with a community roll out celebration.
