AngelouEconomics has been retained by Greater Providence Chamber of Commerce to develop a business investment strategy for the Greater Providence area with and the state of Rhode Island. The initiative will focus heavily on the role that the private sector can play in spurring economic development throughout the state. AE will begin with a situational analysis to determine the inherent strengths and assets for Providence to position to attract increased private sector investment. AE will then perform a target industry validation study to analyze the current industry sectors of focus for the state of Rhode Island and offer recommendations. The crux of the project will culminate with a business investment strategy for local stakeholders (driven by the private sector) to implement to aggressively attract and grow leading edge companies.

AngelouEconomics has been retained by Greater New Orleans, Inc. (GNO,
Inc.) to develop an economic development plan that will lead to post-Hurricane
Katrina economic recovery for the ten-parish region. AE will perform a
fact-based appraisal of the assets of concern to business investors and
site selection consultants in order to identify strengths, weaknesses,
opportunities, and threats that affect the region's ability to compete
in the global marketplace. This analysis will include a survey of national
site selection consultants to identify how likely they are to bring a
prospect to New Orleans pre and post-Katrina and what improvements could
be made in order to increase that likelihood. The final result will be
a strategic and coordinated roadmap of those economic development activities
that will grow new businesses and industries, create jobs, and provide
a well-trained workforce. At the end of the project, GNO, Inc. will have
a clear understanding of the type of improvements that should be made
to recruit target industries, change site selector perceptions, and ensure
the Region's status as a global competitor.

The Columbia Regional Economic Development, Inc. has retained AngelouEconomics
to perform an evaluation of Columbia's potential for recruiting a data
center to the region. AE will play the role of a data center prospect
considering Columbia for its next location in order to conduct an evaluation
of key performance strengths in the region, and identify key disqualifying
factors, if any exist.

The Yakima County Development Association (YCDA), operating as New Vision,
is just one community across the U.S. that has realized the possibilities
that exist with the recruitment of data centers. YCDA has retained AngelouEconomics
to perform an evaluation of proposed data center sites and a high level
analysis of the YCDA service area to determine the feasibility of recruiting
a data center to the region. AE will be collecting and analyzing economic
data that is critical to data center site selection including electricity
rates, natural disaster risk factors, and workforce availability.

Military Business and Resource Gap Analysis

AngelouEconomics has been hired through funding by the State of Nevada
Commission on Economic Development to conduct a Military Business and
Resource Gap Analysis for the counties of Churchill and Mineral in Northern
Nevada. The Northern Nevada region is currently home to Naval Air Station
Fallon, most commonly known as the home of the Naval Strike and Air Warfare
Center (TOP GUN). AngelouEconomics will develop a roadmap for leveraging
the military presence in order to increase procurement opportunities and
promote economic development. At the conclusion of this process, AE will
identify companies in defense-related industries located outside of Northern
Nevada that local economic development agencies should aggressively target
and recruit. AE will also develop a marketing plan for attracting those
businesses to Northern Nevada.
Dublin-Laurens County, Georgia
Marketing Implementation

Laurens County, Georgia has hired AngelouEconomics to assist the community develop a brand identity and new marketing vehicles for the burgenoning community. The community sits directly between Atlanta and Savannah, Georgia, less one hour south of one of the state's population epicenters, Macon. The collective effort is designed to work with the community in determining their competitive advantage as an education, retail, and government hub for rural Georgia with many more considerable assets to offer distribution and logistics, manufacturing, and energy trades. AE will develop an action-oriented marketing plan, designed identity package, and website.

The state of Louisiana has provided matching grants to regional partnerships in order to improve and codify their marketing messages. AngelouEconomics has been commissioned to assess the regional cooperative (currently the Florida Parishes of Louisiana that represents St Tammany, Livingston, St Helena, Tangipahoa, and Washington parishes) for target industries and marketing viability. The end-result will be a new brand identity, to step away from the historical title, a new regional economic development website, and a number of other marketing tools to supplement the published research reports.

Target Industry Study

The Dalton-Whitfield County Economic Development Authority has retained
the services of AngelouEconomics to perform a target industry study that
will identify leading edge industries for long term, diversified growth
of the community. Dalton is already headquarters for the world's floor
covering industry and 80% of the U.S. carpet market is supplied by companies
in the region. Dalton also has an award-winning technological infrastructure
and a growing four-year college that is part of the University System
of Georgia. In hiring AngelouEconomics, Dalton is taking the next step
to leverage these and other existing community assets. The target industry
study will identify further strengths in the region's current industry
clusters and define opportunities for growth. AE will perform an industry
cluster analysis, develop profile reports for up to 5 industry clusters,
and develop a database of companies within each industry for use in marketing
initiatives.

Economic Development Strategic Plan

Spring Branch is one of the oldest communities in the Houston area, historically
recognized as a close-knit community of active neighborhoods and commercial
corridors. Recently, however, signs of urban blight along corridors and
a declining reputation among families have prompted community leaders
to take proactive measures to ensure the economic vitality of the area.
Seeking a means to protect and improve the area's economy and quality
of life, a group of civic and business leaders helped create a local municipal
management district through the 2003 Texas Legislature. The Spring Branch
Management District (SBMD) provides supplemental programs and public services
related to mobility, safety, urban design, and economic development. In
order to support the SBMD in its economic development efforts, the District
has hired AngelouEconomics to develop an economic development strategic
plan that will guide marketing and business recruitment activities in
the District. At the end of the strategic planning process, AE will provide
the District with a plan to "support and promote economic growth by creating
and reinforcing positive perceptions of the District as an outstanding
place in which to live, work, learn, shop, visit, build and invest."

Community Snapshot and SWOT Analysis

The Greater Erie Marketing Group (GEM) has hired the AngelouEconomics
team to conduct a community audit and SWOT analysis of Erie County, Ohio.
Erie County is located on the shores of Lake Erie, midway between the
metro areas of Cleveland and Toledo. The results of the Audit will identify
the County's competitiveness based on several important site selection
factors, highlight the County's current business climate, and provide
a benchmark against which future progress can be measured.
Broken
Arrow, Oklahoma
Economic Development Plan

AngelouEconomics has been hired by the Broken Arrow Economic Development
Corporation to develop an economic development plan for the region. Broken
Arrow, a suburb to Tulsa, has grown from 11,000 people in 1970 to nearly
91,000 people today, making it one of the fastest growing communities
in the U.S. for the past three decades. The community now needs a plan
for managing growth into the future. Over the next 5 months, AE will develop
an economic assessment that highlights the key economic development issues
that exist in Broken Arrow, an identification of target industries that
are appropriate for the area, improvements that may be required to meet
the needs of these industries, and recommendations for attracting additional
investment and improving overall economic prosperity.
McClellan,
Alabama
Research and Development Strategy

AngelouEconomics has been hired to develop a Research and Development
Strategy for McClellan in Anniston, Alabama. Since Fort McClellan officially
closed in September 2000, the Joint Power Authority (JPA) has been responsible
for the "orderly reuse and redevelopment" of this 26,000 acre former military
base. The vision for the reuse is broad and multifaceted, encompassing
residential, retail, light manufacturing, and research and development.

Technology Industry Data Analysis

The Technology Association of Georgia (TAG) has retained the services
of AngelouEconomics to assist in the development of a State of the
Industry: Technology in Georgia Report. AngelouEconomics will be
collecting and compiling extensive data on the technology industry, including
current state of the technology economy in Georgia, U.S. technology overview,
future trends, Georgia's strengths, and future opportunities.
University
of Mississippi (Ole Miss)
Economic Impact Study
August 2006
AngelouEconomics recently completed an economic impact study for the University
of Mississippi (Ole Miss) to determine the University's impact on the
Oxford-Lafayette County community. The study took into account the impact
directly attributable to operations such as jobs, payroll, and purchasing
power, and the indirect impact of additional demand for goods and services
by students, employees, and visitors. AngelouEconomics determined that
Ole Miss accounts for $734 million annually in economic activity in the
local community, which is at least 50% of the local economy. The study
also found that the university is responsible for 7,000 jobs, $223 million
in payroll, and $1 million in property taxes.
Oklahoma
State University
Economic Impact Study

AngelouEconomics has been retained by Oklahoma State University (OSU)
to conduct an evaluation of the economic impact of the University's current
operations, as well as proposed expansion plans. This Economic Impact
Study sought to identify the full economic benefits that accrue to the
City of Stillwater and the Stillwater MSA (Payne County), not including
the numerous OSU facilities located throughout the state. A particular
focus of this study was to measure the tax revenues that accrue to government
authorities as a result of economic activity relating to the University.
While the University is a nonprofit and holds special tax status in the
state and city, many taxable activities still occur by the University's
workforce and "customers": its students and visitors. The study
found that Oklahoma State University delivers a substantial economic impact
on the community, producing $1.2 billion in total economic output, including
over 14,000 jobs, $459 million in annual payroll, and $160 million in
retail sales.
Harris
County, Texas
Economic Development Strategic Plan

AngelouEconomics has been retained by the Harris County Community and
Economic Development Department (HCCEDD) to lead an economic development
strategic planning process for Harris County. Harris County is composed
of 34 incorporated cities in Southeast Texas, including Houston, and is
the third largest county in the U.S. with an estimated 2005 population
of 3.7 million. The Harris County Economic Development Strategic Plan
will be developed from four bold and coordinated economic development
plans created for each of the county's four precincts. The results will
then be compiled into a countywide implementation plan that will provide
the HCCEDD with the tools necessary to position Harris County as the premiere
national and international location for high impact investment. The plan
will include recommendations for target industry retention and recruitment
and product improvement recommendations centered on business climate,
education, workforce development and training, infrastructure, and entrepreneurship.
