Consultant has=20 designs on northwestern N.C.

Using federal funds, the Northwest Piedmont Council = of=20 Governments and the Mount Airy Chamber of Commerce hired = Austin,=20 Texas-based AngelouEconomics to create an = economic-development plan=20 for eight counties in northwestern North Carolina. Its = purpose is to=20 give the federal government ideas about investing in = highways and=20 other infrastructure to attract businesses and create jobs.=20 AngelouEconomics =93found a work force whose talents lie in = their=20 ability to conceptualize a product and build it,=94 and the = plan=20 suggests building an economy centered on design. Amy = Holloway is=20 vice president of economic development for=20 AngelouEconomics.

BNC: Why does the plan include Forsyth County but = not=20 Guilford County?
Holloway: The region follows = the=20 congressional district represented by Rep. Richard Burr, and = that=20 doesn=92t include Guilford County. Because this is a = federally funded=20 project, the funds went to the congressional district.

What did you find?
In every county, = we found=20 instances of job losses. Around Winston-Salem, we found = furniture=20 manufacturers employing several hundred people closing down. = As we=20 got farther away from that core, we found smaller = manufacturing=20 operations that had closed. And we saw all of the counties=20 struggling internally with how to deal with those job = losses. They=20 weren=92t really working together.

How would the plan work?
As = Winston-Salem=20 goes after the biotech field, neighboring counties can, for=20 instance, provide the land needed for medical-equipment = suppliers.=20 On the creative side, Winston-Salem is home to numerous=20 graphic-design and animation firms and the North Carolina = School of=20 the Arts. As you get farther out, that type of talent = translates=20 into more handwork and fine crafts. Overall, the region = starts=20 branding itself and becoming known as a region of = design.

How does design fit in?
Design = stretches=20 across many fields. In bio-technology, a lot of medical = research and=20 modeling is done on computers. That is design on the higher = end on=20 the scale of economic activity. In the middle you have = people who=20 know how to design apparel, fabrics and furniture. On the = other end,=20 the actual artistic side of design, you=92ve got graphic = artists and=20 fine arts, performing arts and crafts.

Is there a future for it in dying=20 industries?
We don=92t think industries that = mass-produce=20 commodity goods are going to stay in North Carolina, and = that=20 includes textiles, furniture and tobacco. We see in textiles = and=20 furniture niche businesses emerging that produce a more = customized=20 or tailored product. There is a trend of people wanting to = buy=20 handmade furniture or unique furniture. That, to us, is an = element=20 of the design field, transitioning those workers from the = factory=20 production of furniture to the handmade production of = furniture.

Why wouldn=92t these jobs be = outsourced?
The=20 higher up the design scale you get, the fewer of those = companies we=20 see moving overseas. What is moving overseas is anything = that is a=20 commodity in manufacturing. On the service side, the = majority of=20 companies we see moving overseas are back office, data = processing,=20 customer support, that lower level of job. We are not = seeing, for=20 example, our higher-end design companies moving = overseas.

You think incentives shouldn=92t be = used.
They=20 needed to do something radical and something that did not = fit into=20 the mold of that traditional economic development where you = give=20 incentives to big factories. Big factories are going = overseas. We=20 would never recommend to a client that they put heavy = incentives=20 into recruiting an industry that is not going to employ that = many=20 people in the future.

What=92s the alternative to = incentives?
We=20 focused on entrepreneurship. Instead of giving incentives to = big=20 businesses, communities should invest in the development of = a=20 knowledge infrastructure =97 education and research and=20 development.

Does your plan add another layer to the work of=20 economic-development groups?
Our goal was to = show all of=20 those groups the benefits of focusing on design. If we can = get all=20 of those organizations to buy into that, they can continue = doing=20 their thing, but they are working toward a basic goal. The = worst=20 thing that can happen in economic development is that = internal=20 rivalries get to be so heated that nobody focuses on the big = picture.

What is your 10-year = vision?
Winston-Salem=20 will be much more of a biotechnology center than it is = today. For=20 some of the smaller communities, they are going to see = dramatic=20 changes in the appearance of their downtowns. = Demographically, what=20 you will see 10 years from now is a lot of the adult workers = who=20 have very low educational attainment right now entering = their=20 mid-40s and early 50s.

So training and education are = essential.
Yes,=20 critical. What do you do with those individuals who are 40 = years old=20 and never went to college because they had jobs waiting for = them=20 after high school? Those individuals need opportunity too. = They may=20 not find it in the biotech field, but they can find it in = other=20 businesses in that overall field of design.

And if the counties don=92t follow the=20 plan?
They=92re going to continue to have some = serious=20 economic issues unless they do something about economic = development.=20 Even if they follow our plan, we know they are not going to=20 implement every recommendation. But if they can, as a = region, keep=20 their eyes focused on economic development, investing in = their=20 communities and doing those core things you=92ll find in the = plan,=20 they=92ll create a healthy economy for many years to = come.
