As the City of West Sacramento moved into its second decade of incorporation, its focus was on high-quality development. In 2005, the Redevelopment Agency of West Sacramento hired AE to develop a Comprehensive Economic Development Strategy (CEDS) for the city. The resulting West Sacramento CEDS armed the agency with the tools to make over its appearance and attract new investment. This plan centered economic development activities on the specific needs of targeted industries intended to shape the community into a prosperous future. As a result of this study, we provided the City of West Sacramento with a thorough review of the local economy, a cluster analysis and target industry identification, improvements that may be required to meet the needs of target industries, and recommendations for marketing to and attracting target industries.
